Consumption Tariff Verification

This function allows the user to create verification codes and statuses. The codes tell the user about the financial state of the data - i.e. was the user overcharged; was the tariff charge correct according to the published rates etc. The  status says what is being done about the situation. For example, investigating, accepted etc.
